Aluminium barrelled ballpoint pen from Pelikan. The 'Snap' refers to the retract mechanism whereby you press the end button to extend the tip and 'snap' the pocket clip to retract it.
Refill with Pelikan 337, or any widely-available 'Parker-style' refill.
