3.15mm lead is an odd size - presumably originally 1/8th of an inch. Only Faber-Castell do a proper range of graphite, and even then only in soft grades. Worther do an interesting range of coloured lead at this size, though short in length.
It's likely that 3mm lead will also work where 3.15mm lead is specified.
